de facto sovereignty for a baystead in Cartagena feasible

In fact i did consult the Colombian government, if that grade of freedom is feasible for a floating installion of half a mile of length – and on contrary to what some participants do postulate here (i don’t know on what base), the answer was – “of course” no problem, this has all kind of precedents in Colombia, (independent nations within the nation). There is no real limit how far this “de-facto independence” can go. The only “realpolitik” limit is “it must be in the interest of Colombia”. A 167 million USD finance plan will definity include de facto sovereignty for a baystead i can guarantee that.
