try fast, learn fast, fail cheap

In the pharmaceutical industry this means that “bringing a product to market” has a total cost of USD 1 billion.

The way to bring a new pill to market has 5 clearly defined phases.

In phase 1 you might have a couple of thousands of “benefitial and astonishing substances” you are investigating in the lab. ( in fact hundreds of labs distributed worldwide )
phase 2-4 narrow the pipeline down from “tousands of possibilities and shots” to just one.
phase 5 is where you start to give the pill to the first human patients. You come to this may be once a decade with a new substance .for each pharmaceutical company (and there are about a dozend of big pharmaceutical that do “serious base research” worldwide - the rest is only copying.)

What you do in phase 1 is a kind of “lump sum investment” in projects that have a 1000 :1 possibility to reach the worldmarkets in form of a pill and give you a “Return on investment”

Compared to pharmaceutical seasteading is probably a “milder case” so you will be good to have about 3 dozends of projects in development in phase 1

But having just 1 project (the floating City project) in development is probably “far to low” to speak of a “serious Research and Development pipeline”. To make Seasteading investment worthy we need a serious project pipeline, covering the whole investor proposal list.

The value of Companies is widley defined by the value of their product pipeline which defines their POTENTIAL. Investors look for potential.
