I am Wilfried Ellmer, i run the Cartagena Colombia business development key player network.
My core project is the development of the Cartagena Marine Cluster.
Part of this is the development of floating real estate, floating marinas and floating ship repair facilities.
We have developed the core technology and build floating structures in dozends of pilot projects already.
Our ratio building cost / real estate value of the floating real estate is about 1:100 - so we have a great business model and a good return on investment.

For a small starting point and a “next step” i suggest two options
A personal loan of about USD 500.000 to develp a floating event platform in cooperation with Marcela Mancilla (my wife and partner)
The founding of a joint venture to develop floating real estate on the base of our pilot projects
