What evolution does, is to create a dynamics, that creates small, inperceptible changes, over a long time period, that bring up radical changes, at the end.
To apply evolution in business, we need to understand that the “next big thing to come” is always just one small step away from what is here today already.

And in the path of transforming Homo Erectus into Homo Sapiens there was never a family where the parents where clearly Homo Erectus and the kids where Homo Sapiens already - Although the change was RADICAL if you look at the starting point and the endpoint - it was completly “unspectacular” in each of its steps.
To put this into a business development perspective you can do RADICAL things with a business without making a spectacular step at any time of the development all that is needed is a constant evolutionary pressure and patience.
On base of this principle i suggest to go with the idea that the starting point of seasteading is floating structures that carter to marine business and the “homo sapiens of the future” is already here as “homo erectus of the present day” - or in other words todays marine business IS tomorrows seasteading.
The best thing you can do for seasteading today is moving marine business as it exists already toward more permanent floating structures.
